Employment Pass – Introduction on the new S pass |

Singapore a city-state of 3.4
million citizens and permanent residents rely on a large pool of foreign
workers to staff its firms. Many of the top jobs in multinational companies are
filled by foreigners; this include professionals, engineers and researchers
from around the world. Labourers from around the region filled up the
relatively low-paid manufacturing, construction and domestic industries.

The Singapore
government has announced earlier this year that the new S pass under the
employment pass (EP) will replace the Q2 pass with effect from 1st July 2004.
The main difference between the S pass and Q2 pass is that the minimum salary
has been lowered from $2500 to $1800. |

There are two
categories of work pass under the current system, namely the employment pass
(EP) for professionals, managers and executives and the work pass (WP) for
semi-skilled or unskilled workers. |

| Before the
introduction of S pass; the gap between EP and WP was large and companies in
Singapore were finding it difficult to bring in middle level skilled manpower
to fill their expansion needs. This is especially so for workers in IT field
and specialized skilled workers in other industrial sectors. With this new work
pass system; employers are now given more flexibility when employing foreigners
to fill the middle level positions. The change has also brought about a more
flexible foreign workers wage system for Singapore.
